Without shared definitions, meaningful discussion becomes difficult and misunderstandings deepen. This page provides clear, plain-language explanations of key concepts that appear throughout Exigent’s work and in Canadian public discourse more broadly.

These definitions are intended to inform, not persuade. They draw on widely accepted frameworks and are presented to help readers navigate complex topics with greater clarity and confidence. Whether you are encountering these terms for the first time or seeking greater precision, this section is designed to support thoughtful, informed engagement grounded in context and respect.

Antisemitism

Antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jewish people. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and their property, toward Jewish community institutions, and religious facilities.

Antisemitism can also target the State of Israel, understood as a Jewish collectivity, including by applying double standards, denying the Jewish people the right to self-determination, or using symbols and imagery traditionally associated with antisemitism.

Civil Discourse

Civil discourse describes respectful engagement across disagreement, where ideas are debated without intimidation, dehumanization, or silencing. It is essential to democratic societies that rely on pluralism and free expression.

Democratic Norms

Democratic norms are shared expectations that support democracy, including rule of law, freedom of expression, equality before the law, and peaceful political participation. These norms rely on public understanding as much as formal institutions.

Diaspora

A diaspora is a population living outside its ancestral homeland while maintaining cultural, social, or emotional ties to it. Diaspora communities often hold diverse perspectives shaped by both local and global experiences.

Disinformation

Disinformation is false or misleading information shared deliberately to deceive or manipulate audiences. It differs from misinformation, which may be shared unknowingly, and often spreads through emotionally charged or polarizing narratives.

Exigent

Exigent describes situations that require urgent, careful, and responsible attention because the consequences of misunderstanding or inaction are significant. The term is often used to describe conditions that demand clarity, precision, and informed judgment.

In an educational context, Exigent refers to moments when public understanding is especially critical. The Exigent Foundation uses this term to reflect its focus on complex issues—such as extremism, disinformation, and democratic strain—where context matters, facts must be handled carefully, and simplistic explanations can cause harm.

Extremism

Extremism refers to ideological beliefs or movements that reject pluralism, democratic norms, or the legitimacy of differing viewpoints, often justifying coercion or violence. Extremism can be religious, political, or ideological, and does not depend on a single cause or identity.

Media Framing

Media framing refers to how information is presented—what is emphasized, omitted, or contextualized. Framing influences how audiences interpret events even when reported facts are accurate.

Proxy Warfare

Proxy warfare occurs when states pursue strategic goals through allied non-state actors rather than direct military engagement. This approach often prolongs conflict and increases civilian impact while limiting formal accountability.

Radicalization

Radicalization is the process by which individuals adopt increasingly extreme beliefs that may legitimize intolerance, exclusion, or violence. It often develops gradually through social networks, media environments, and identity-based narratives rather than through a single event.

Religious Intolerance and Persecution

Religious intolerance and persecution refer to hostility, discrimination, or violence directed at individuals or communities because of their religious beliefs, practices, or identity. This can include restrictions on worship, social exclusion, harassment, forced conformity, or state-sanctioned repression.

Such persecution affects many religious groups worldwide and varies in form and severity depending on political, legal, and social conditions. Understanding religious intolerance in its broader context helps clarify how belief-based discrimination undermines human rights, social cohesion, and freedom of conscience across societies.

Terrorist Organization

In the Canadian legal context, a terrorist organization refers to an entity that has been formally listed by the Government of Canada as a terrorist entity under Section 83.05 of the Criminal Code of Canada. This designation is based on assessments by federal authorities that an organization has knowingly carried out, attempted, or supported terrorist activity, as defined in Canadian law.

The listing process is evidence-based, subject to periodic review, and carries specific legal consequences. References to terrorist organizations within Exigent’s work rely on these official Canadian designations and are used strictly for educational and contextual purposes.

Witnessing (in an educational context)

In an educational context, witnessing refers to gaining firsthand exposure to events, places, or experiences that deepen understanding beyond second-hand reporting. It carries a responsibility to share observations accurately and with care.
Complex issues often raise practical questions—particularly where information is incomplete, contested, or evolving. This section addresses common questions related to Exigent’s work, approach, and areas of focus. Responses are intended to provide clear, direct explanations grounded in context. They are not exhaustive, but aim to reduce ambiguity and support more informed engagement with the issues shaping public discourse.

We do this by equipping the media, educators, and civic leaders with firsthand experience and contextual knowledge, which they then bring back into Canadian public discourse.
  • No. Exigent is not an advocacy organization and does not promote political positions or policy outcomes. Our role is educational: to restore context, elevate informed voices, and support responsible public engagement.
  • Exigent Witness Fellows are Canadian media members, policy, and civic leaders who participate in Exigent’s educational missions. They gain firsthand exposure to complex regional realities and contribute informed perspectives to Canadian public conversation after returning home.
  • The Middle East serves as a living classroom for understanding how extremist ideologies form, spread, and impact societies beyond their place of origin. Political movements, information campaigns, and conflicts in the region often influence global narratives, media coverage, and social dynamics in democratic countries, including Canada.
